Project Poseidon: Global Digital Public Health Infrastructure for Autonomous Drowning Prevention via Exothermic Adaptive Phonon-Gating, Room-Temperature Quantum Biosensing (T2 = 9.8 ms), 8.4-Second Closed-Loop Rescue Actuation, and 100-Year MDB Sustainability Bond Architecture (SROI 15:1–20:1)

Abstract
Drowning claims approximately 300,000 human lives annually worldwide (World Health Organization baseline), operating as a "silent emergency without a scream" (悲鳴を伴わない「静かなる緊急事態」) governed by the physiological Instinctive Drowning Response, which neither conventional optical wearables nor human lifeguard surveillance can reliably intercept. This monograph permanently notarizes and mathematically formalizes the author's six-part primary manuscript, "Project Poseidon" (Sheets ①–⑥), which transitions computational materials discovery from static crystal prediction (GNoME) to real-time dynamic governance of chaotic thermal, fluid, and biological environments. Project Poseidon embeds reinforcement learning / Real-Time Optimization (RTO P2.0) and room-temperature solid-state quantum spin control (T2 = 9.8 ms at 300 K in Cu(PC)/C60@MIL-101(Al)-d4) invisibly within the universally familiar form factor of a "yellow baby-swimming armband." Rather than treating water-vapor exothermic adsorption heat (Delta H_ads^H2O) and hydrodynamic wave chaos as dissipative sensor noise, our protocol inverts them into the activation trigger for the Zone II Adaptive Phonon-Gate (Index 45 at r = 5.03 Å). At millisecond resolution, the quantum sensor extracts involuntary autonomic panic signatures (laryngospasm vagal surge and neuromuscular magnetomyography) and executes a deterministic 8.4-second closed-loop detection-to-rescue deployment protocol. Structured as Global Digital Public Health Infrastructure financed via Multilateral Development Banks (MDBs) and 100-Year Sustainability (SDG) Bonds, Project Poseidon achieves a rigorously derived Social Return on Investment (SROI) of 15:1 to 20:1. License & Integrity Covenant: Creative Commons Attribution 4.0 International (CC BY 4.0) with Strict No-Learn Covenant (NLL-v1.0-2026).
