Overcoming Barriers to Early Childhood Intervention in Novi Sad: A Rights-Based Framework for Early Childhood Intervention from Policy to Practice
By Elmedina Grobovic and Kalliopi Chainoglou.
Abstract
1. Background / Objectives: Timely identification and prompt intervention (ED/EI) are essential for ensuring the health and developmental rights of children with delays or disabilities, as specified by the UN Convention on the Rights of the Child.Nonetheless, significant deficiencies remain in converting legislative entitlements into cohesive, community-oriented public health implementations. This research investigates the structural, legal, and operational obstacles in early detection and intervention services in the Novi Sad area to guide rights-based policy and intersectoral reform. 2.
