Abstract
Data utilization is one of the key functions of the Health Information System. It enables performance-monitoring team for evidence-based decision making to improve quality of health service delivery. This can be supported by the use of District Health Information System 2 platform, which is expected to increase the utilization of health data. Limited evidence exists on the determinants of district health information system 2 (DHIS2) data utilization in public health facilities since its implementation. Furthermore, prior studies report significant variability in DHIS2 data utilization across Ethiopia. Therefore, this study aimed to identify determinants of district health information system 2 data utilization in public health facilities in the Harari Regional State and Dire Dawa City Administration, Eastern Ethiopia. An institutional-based cross-sectional study design was employed from June 01, 2020 to July 31, 2020. A stratified sampling technique was used to select 220 participants. Data was collected through a structured questionnaire complemented with an observational checklist. The collected data underwent thorough checking, coding, and entry into Epi-data 3.1, before being transferred to Stata 14 for analysis. The binary logistic regression model was applied to identify determinants of district health information system version 2 data utilization. The statistical significance cut of at p value < 0.05 with 95% confidence intervals. Overall utilization level of data from District Health Information System 2 was about 45% (95% CI = 39% – 50%). Favorable attitude AOR = 3.0 (95% CI: 1.90–8.62), good perceived self-competence AOR = 2.9 (95% CI: 1.14–7.38), good perceived data quality AOR = 4.4 (95% CI: 1.76 − 10.9), and supportive supervision AOR = 4.3 (95% CI: 1.48–12.45) were significantly associated with data utilization from District Health Information System 2. The overall utilization of data was below the national recommended threshold of over 2/3. Attitude, perceived self-competence and perceived data quality and supportive supervision were determinants of district health information system 2 data utilization in public health facilities.
